IBSC Item Writing
Item writing is the key to ensuring the exam questions remain valid, pertinent, reliable, and current while meeting the specifics outlined in the detailed content outline for each certification examination. The end goal in creating new exam questions is to focus on the knowledge and tasks identified during the job analysis. New questions must be created using a single-response multiple-choice design response approach, following the standards outlined by the National Commission on Certifying Agencies (NCCA).
How does the item development process work?
The IBSC assigns specific topics to each Item Writer, with defined completion dates and expectations. Once a new, potential item is submitted, the following process is completed:
- Item Writing – Item Writers create and submit new questions to include the item stem, key/correct answer, plausible distractors, references, used, and rationale for the keyed/correct response.
- Item Review Process – Item Reviewers review all potential items submitted for correct formatting and proper punctuation, while ensuring the rationale is sound, an approved reference was used, etc.
- Items rejected will be:
- Returned to the item Writer for rewriting or
- Rejected and deleted.
- Items approved will be moved to the pilot or beta testing pool.
- Pilot or Beta Testing – during the course of this process, new unscored items are added to the current exam form. This allows data to be gathered to determine how the item will perform.
- Item Analysis – Once the assigned number of exposures have been obtained, the item is statistically reviewed to ensure it is properly performing, reliable, and valid. During this phase, the Item Analysis Committee will:
- reject the item and have it returned for rewriting.
- reject the item and delete it from the system.
- Review, approve, and move the item to the live, scored item bank.
